Group of men arranged in two rows; front row of five men seated with man in the centre sitting on an ornately carved chair, and back row of five men standing. Arranged in front of a large painted backdrop with a fur rug in front of group. All men wear suits and ties.
Two of the men have been identified: John Jones - Mayor; and F H Allen on the extreme right.
