A black and white photograph of men laying the tram lines in Victoria Avenue in Whanganui. The surface of the road has been dug over and a large frame erected with a coil of cables mounted on it. Men can bee seen working with pulleys and shovels. The McGruer building is visible on the diagonally-opposite corner, with the steepl of a church in the background.
